Integrated Management of East Mediterranean Coastlines (IMAC)

The action will be implemented in the Governorate of North Lebanon. The coastline is approximately 50 Km long and includes all sectors concerned with coastal zone management: tourist resorts, an active artisanal fishery, agricultural activities, factories and industries, urban centers, a marine protected area and beaches still unaffected by urban development.

The aim of the action is to establish the process of ICZM (Integrated Coastal Zone Management) in Northern Lebanon and consequently introduce long-term and sustainable mechanisms for the adoption of an integrated approach to Coastal Zone development initiated and endorsed by all stakeholders. IMAC targets municipalities in the area, line ministries, public institutions, as well as stakeholders from private sectors, academic, and civil society. The main activities are designed in a cycle process revolving around, "Establishing status and overall goals", "Increasing awareness and political will" "Analysis of legal and institutional settings", " Strategy development and planning" "Strengthening institutional capacities ", "Target activities: developing indicators and implementing pilot activities" and the "Evaluation of  the ICZM reform process". All activities meet the main objectives of SMAP III of producing "local development models for ICZM" and to "increase the awareness on the provincial and local authorities and the business sector about the benefits of ICZM".

This action's overall objective is to stimulate sustainable development of coastal zones with positive effects for standards of living and ecosystem health, to promote tools for and raise awareness of the benefits of Integrated Coastal Zone Management in Lebanon and the East Mediterranean.

As specific goal, the action aims at establishing a process of ICZM and catalyzing its implementation in the target area by initiating long-term mechanisms for the adoption of an integrated approach to development, endorsed by all stakeholders and duly supported at the national level. This can be best achieved by integrating project activities with on going efforts around the Mediterranean in the Coastal Zone Management.

The specific targets of this ICZM program:
  • Establish goals for coastal zone management that are supported and eventually adopted by relevant stakeholders and based on an in-depth assessment and evaluation of the status of the coastal zone and its current management strategies.
  • Build and commit political will to adopt ICZM strategy in the region and increase awareness on the cost / benefit and significance of ICZM as well as of the related needs for reform of management practices.
  • Raise public awareness and initiate multi-stakeholder dialogue on environmental problems and economic potentials of the coastal zone.
  • Analyze the gaps and recommend improvements of the current legal and institutional setting for CZM, including analysis of current laws, conflicting regulations on land uses and conflicting mandates and jurisdictions of public institutions.
  • Increase coordination and communication among different sectors and levels of decision-making bodies.
  • Strengthen the capacities and competence of relevant stakeholders in particular the provincial and local authorities through a variety of training activities.
  • Select priority areas for ICZM and devise a strategy for improving ICZM with the active participation from all stakeholders to catalyze planning and implementation strategies along with long term financing options for ICZM.
  • Implement targeted actions in order to reduce coastal erosion and negative impacts of tourism activities.
  • Develop and identify Coastal Health indicators that support decision-making and allow establishment of a valid and effective "coastal waters monitoring program" based on easily compiled and affordable indicators.
  • Initiate mechanisms for regular evaluation of the ICZM in the region, involving relevant stakeholders, in order to constantly update and adapt the devised management approaches and processes to ensure continuity of the ICZM in the target area.
