National GIS and Data Governance Expert

Project Objective
Support the UoMs/Municipalities in the institutionalization and operationalization of a Municipal GIS by assisting MASAR in developing a uniform and fully operational GIS. The latter is supported by adequate data and maps, allowing the Unions/Municipalities to make informed decisions regarding investments, operation, and maintenance of (at minimum) MASAR pilot/demonstration service delivery and LED projects.

Expected Outputs
  • - Generate a Municipal GIS best Practices in Lebanon
  • - Develop a GIS Implementation Road Map for all the GIS Technical Units (TU) established at the Union of Municipalities in Mineih, Wasat and Sahel el Qaytee, Dreibel Awsat, Dreib el Gharby, Akkar Chemali, Arsal, and Deir el Ahmar
  • - Develop policies, standards, and operational procedures for the GIS TU
  • - Develop Key Performance Indicators
  • - Develop a sustainability plan for the GIS TU
  • - Coach and mentor the GIS employees on the daily GIS operation
  • - Generate a GIS Learning report
