Dr. Antoine Waked

Antoine Waked holds a PhD in atmospheric chemistry and has several years of professional experience in air quality and climate change. Antoine has led, managed and coordinated strategic air quality and climate change related projects, in a lead scientist and senior technical coordinator capacity including Green House Gases (GHG) emissions calculations for the transport sector for Lebanon for the third national communication to the United Nation Framework Convention on Climate Change (UNFCCC). Antoine was also involved in the development of the first spatially resolved and temporally allocated atmospheric emission inventory of anthropogenic and biogenic sources for Lebanon. Antoine was part of the team that delivered the climate proofing of national development policies in Lebanon for UNDP and the climate change unit and part of the team who delivered the design for the Lebanon Green Investment Facility (LGIF). Antoine has performed climate risk assessment for several projects in the MENA region and was part of the team that delivered the feasibility study for an emission trading system for UAE.

Ms. Clara El Khoury

Environmental activist since 2016 and currently serves as the President of the Lebanese Coastal Forum. She is dedicated to protecting Lebanon’s coastline, advocating for public access, opposing illegal shoreline constructions, and promoting sustainable coastal governance.

Dr. Fadi Doumani

Fadi Doumani is an international environmental economist and financial consultant with a focus on sustainable and resilient development, strategic planning and implementation.

Dr. Josiane Yazbeck

Josiane Yazbeck holds a Ph.D. in Law from Université Côte d’Azur (UCA, France), with a thesis focusing on the right to a healthy environment in Lebanon. She earned a Master’s degree in Legal Risk Management and Sustainable Development from UCA, and another Master’s degree in Domestic and International Business Law from the Lebanese University – Filière Francophone de Droit. Dr. Yazbeck has extensive experience in environmental law and has contributed to drafting legislation in this field. Her teaching and research concentrate on Health, Safety, and Environment (HSE). She has been actively involved in numerous campaigns addressing environmental violations in Lebanon. Additionally, she has served as a speaker and panelist at many national and international conferences on environmental law. Dr. Yazbeck currently serves as a member and Head of Environmental Committee at Baabda Municipality Council. She is also a Board Member and the Lebanese focal point of the CIDCE INGO and Vice President of TERRE Liban NGO, a leading Lebanese Environmental NGO.

Eng. Karen Nawwar

Eng. Karen Nawwar - Agricultural engineer holding a master’s degree in environmental engineering. Currently working as an environmental and social consultant, with a primary focus on social issues and social risk assessment both locally and across the MENA region.

Dr. Manal R. Nader

Dr. Manal R. Nader, Associate Professor at the University of Balamand, directs the Institute of the Environment. He specializes in marine biology, aquaculture, and environmental sciences, with extensive experience in coastal consultancy, sustainable development, and biodiversity conservation. His work spans research, teaching, capacity building, and externally funded projects.

Dr. Maya Abi Zeid Richa

Maya Abi Zeid Richa is a Policy Coherence Expert for the ICZM Project with over two decades of experience in environmental law and governance. She served as Head of the Legal Department at the Ministry of Environment (2001–2022) and has been a professor at the Holy Spirit University of Kaslik since 2007. Holding degrees in International Environmental Law and Private Law, she currently works as a freelance Environmental Legal Consultant.

Ms. Ranim Tahhan

Ranim Tahhan is a marine biologist and environmental consultant with over five years of experience in coastal governance and marine biodiversity across Lebanon and the MENA region. She is contributing to Lebanon’s Integrated Coastal Zone Management (ICZM) strategy and law, advancing science-based solutions for sustainable coasts.



Eng. Samah Termos

GIS and Remote Sensing expert and Surveying Engineer at CNRS-Remote Sensing Center with over 10 years of experience in spatial analysis, modeling, and GeoAI, specializing in environmental, coastal management, and disaster risk applications.

Dr. Serge Yazigi

Dr. Serge Yazigi, architect, urban planner and head of Yazigi Atelier, is a Regional Consultant in sustainable development and has acquired experience working in several Mashreq & Maghreb Countries. He founded Yazigi & Sfeir consultants’ firm in 1998, followed in 2005 by Yazigi Atelier that he still heads. In parallel, Yazigi acted as a senior external Consultant for Dar Al Hadassah Taleb & partners on all their architectural and planning projects in Lebanon and the region for a ten years period starting 1999. As a Consultant he has been a team leader for several projects financed by international agencies and organisations, in relation with urban renewal and strategic planning in Lebanon and the region.
In 2007, he founded Majal, the Academic Urban Observatory (ALBA/University of Balamand) with the aim of facilitating research and assisting localities in the formulation of adapted development strategies. Moreover, he has directed several publications in relation to planning law and regulation.
Additionally, Yazigi has taught courses in architecture and planning at ALBA, Balamand University, Lebanese University, Université Saint Joseph, Holy Spirit University of Kaslik, Lebanese American University and American University of Beirut.
Yazigi holds a PHD in Contemporary History in the field of urban renewal, from the University of Bordeaux 3, France.
