Prof. Fadi Comair on Hydrodiplomacy and the Future of Water Security

Prof. Fadi Comair, Professor at the University of Balamand, contributed to the July–August 2026 issue of SeRViR – Alumni de l’ENA et de l’INSP, dedicated to the challenges of water governance and hydric instability. In his article, “Hydrodiplomatie et Nexus : vers une gouvernance stratégique de la sécurité hydrique,” Prof. Comair examines the growing geopolitical implications of water scarcity, climate change and increasing pressure on shared water resources. He advocates a shift from reactive crisis management towards strategic and resilient governance based on hydrodiplomacy, transboundary cooperation and the integrated Water–Energy–Food Nexus approach. Drawing on examples including Lebanon’s experience with the Orontes River, the Machrek, the Nile and the Danube, the article demonstrates how cooperation around shared water resources can contribute to regional stability and transform water from a potential source of conflict into a catalyst for dialogue and peace.
