The University of Balamand (UOB) signed a Memorandum of Understanding (MoU) with the Office of the Ministry of State for Information Technology and Artificial Intelligence. The MoU was signed by UOB President, Dr. Elias Warrak, and His Excellency Dr. Kamal Shehadi, Minister of Displaced and Minister of State for Information Technology and Artificial Intelligence, on January 20, 2026.

This MoU aims to strengthen cooperation between the two parties in the fields of artificial intelligence, digital transformation, and emerging technologies. The partnership focuses on research, training, capacity building, expert advisory, applied learning opportunities, and knowledge exchange, with the goal of supporting national priorities and enhancing digital skills in Lebanon.

H.E Dr. Kamal Shehadi highlighted the importance of collaboration with academic institutions, stating: “This partnership with the University of Balamand supports our efforts to advance artificial intelligence and digital transformation in Lebanon, by benefiting from academic expertise, research, and innovation aligned with international best practices.”

In his remarks, Dr. Warrak emphasized UOB’s commitment to serving national development, saying: “Through this MoU, the University of Balamand reaffirms its role as a leading academic institution dedicated to supporting digital transformation and artificial intelligence, and to contributing its expertise in research, education, and capacity building for the benefit of the public sector and society.”
